Notes from October 1997 Regents Meeting

The New Mexico Tech Board of Regents held its monthly meeting on Friday, October 3, in conjunction with the Enchanted Skies Star Party. All the regents were present:

Enchanted Skies Star Party

The October meeting of the Board of Regents was scheduled to coincide with the Fourth Annual Enchanted Skies Star Party. Dr. Dave Westpfahl, faculty advisor for the Astronomy Club, gave a brief presentation about the event. Westpfahl pointed out that the Astronomy Club is the second largest student club on campus and hosted about 1,400 off-campus visitors to the Etscorn Campus Observatory last year. This year, the club expects about 2,000 visitors.

President's Golf Tournament

This year's President's Golf Tournament netted about $20,000, which will be used to provide emergency scholarships for students who might otherwise not be able to continue their education.

Oil Well Transfer

The titles of 32 oil wells owned jointly by the Tech Oilfield Corp., Los Alamos National Lab, and Sandia National Labs have been conveyed to Secondary Oil Corp. The research project in which the wells had been used ended. Rather than have Tech and the national labs incur the cost of plugging the oil wells, all rights, duties, and obligations have been transferred to Secondary Oil, which will continue production.

Resolution to the Excellence in Higher Education Committee

The regents adopted a resolution to the Excellence in Higher Education Committee urging state leaders to support New Mexico's higher education system.

Computer Network Policy on Access and Usage

The board approved a policy on access and usage of Tech's academic computer network. The policy, originally drafted in 1995, has been approved by the Campus Computing Committee, the Technology Planning Committee, and the Faculty Council.

Tenure Policy

A committee of faculty and students has been established to review Tech's tenure policy. The committee has met once, and believes that most problems can be resolved by "tightening up the current policy," according to Dr. Carl Popp, vice president for academic affairs. The committee hopes to complete the review by the end of the semester.

Regental Comments

Regent Sidney Gutierrez reported on a roundtable he recently attended on the future of higher education in New Mexico. He reported that many areas of misunderstanding exist within our state government. Government representatives expressed concern that New Mexico's universities are placing too much emphasis on research, and that research does not deal with the needs of the state. Gutierrez pointed out that the research dollars brought in each year by New Mexico Tech, the University of New Mexico, and New Mexico State University (about $500 million) ultimately generates about $2 billion impact to the state's economy.

Executive Session

The board recessed into executive session and discussed personnel matters. No action was taken.
