Notes from June 1999 Regents Meeting

Student Insurance Program
The regents awarded the bid for student health insurance to Associated Insurance Plans International Inc. of Chicago. Seven companies submitted proposals, which were reviewed by a committee of Tech students and staff. The committee made its recommendation on the basis of the company's presentation, references, customer service, and price.

The new insurance, which takes effect with the 1999 fall semester, shows a slight increase in premiums for students (from $133 to $136 per semester) and a substantial decrease in premiums for spouses and children (from $684 to $267 for spouse). Other major changes include:

  • Major medical coverage is increased from $50,000 to $100,000
  • Prescriptions are available for a $5 or $10 co-payment
  • Hospital expenses are paid as "usual and customary charges"
  • Annual physicals and gynecological exams are covered
  • The deductible of $100 is waived if students use the Tech Health Center.

Langmuir Laboratory Endowment
The regents approved the expenditure of $75,066 from the Marion and Irving Langmuir Endowment for Langmuir Laboratory. Most of the money will be used for salaries and benefits.

The amount is based on 4.5 percent of the value of the endowment averaged over the past five years. The total endowment has increased more than 100 percent since it began in March 1995.

Capital Outlay Request for FY 2000-01
The regents approved the five-year capital outlay facility plan to be presented to the state.legislature. The projects are listed in priority order:

  1. Renovation of Cramer and Weir halls, $2.8 million
  2. Student Services Building, $3.2 million (New Mexico Tech will cover the additional $6 million needed for this project.)
  3. Infrastructure renovation and expansion ($3.4 million)
  4. Planning funds for Physical Education facility ($500,000)
  5. ADA compliance ($2.5 million)

State Investment Council Approved List of Representatives
The regents accepted the list of Tech representatives appointed to the State Investment Council.

  • Dr. Daniel López, president
  • Denny Peterson, vice president for administration and finance
  • Lonnie Marquez, associate vice president for administration and finance

Personnel Matters
The board approved the appointment of the following:

  • Dr. Kenneth Eack, assistant professor of physics
  • Dr. Hyun S. Jeon, assistant professor of chemical engineering
  • Dr. Wen-Ben Jone, associate professor of computer science, with tenure. (Jone was a tenured associate professor at Tech before he returned to Taiwan in 1992 because of illness in the family.)

Drug Policy
The regents amended the current campus drug policy to increase the sample size of random drug testing for employees in sensitive positions from three to 10 percent to 10 to 50 percent. Random drug testing applies to employees working on U.S. Department of Defense contracts.

Planning for the Regents' Retreat
The board set a tentative agenda of the topics to be discussed during its annual summer retreat, set for August 6-8 at Sol y Sombra in Santa Fe. Items for discussion include:

  • Assessment and role of the regents
  • State of the university and management leadership
  • Status of the Strategic Plan
  • Institutional identity
  • Low-producing programs
  • Legislative priorities
  • Distance education
